California’s longest-running water gambit is reemerging from the shadows.

Gov. Gavin Newsom’s Department of Water Resources released the&nbsp;<a href="https://www.deltaconveyanceproject.com/planning-processes/california-environmental-quality-act/draft-eir/draft-eir-document" target="_blank" rel="noopener">final environmental review</a> for its version of a decades-old proposal to replumb the state’s main water hub, the Sacramento-San Joaquin Bay Delta, to move more water from Northern California to Southern California.
